Kelsey Smith Briggs died while in state custody. It depends which way the axe falls in each individuals case, but in this case the Judge returned Kelsey to her "bio mom"and then Kelsey was dead four months later. People do not discuss this local case with me any longer, they know better.
I firmly believe and the documents confirm if you know how to read through their "Casespeak", that Kelsey was another victim only of the Department of Human services. No Homicide, but a child with a seizure disorder, a mother terrefied of DHS, a stepfather unable to control his anger at DHS, therefore the Department targeted him. There are no prior complaints on the stepfather, no VPO, no history of assault.
The D.A. in the case recently ordered the exumation of Kelsey's body for a 2nd autopsey, because findings in the first autopsey conficted with statements given by both her alleged perpetrators.
Kelsey's mother gave birth to a second child a few months back, a boy who was immediatelly placed in DHS custody from the hospital where he was born. Kelsey's mother wasn't charged at the time with any crime other than failure to protect Kelsey from the stepfather, who is alleged to have administered the "kick" that eventually resulted in Kelsey's death. Alleged.
The real tragedy here is that DHS jerked this little girl around so much, from one placement to another, that she was eventually biting herself, stoic, and withdrawn. All signs of abuse yes, but also of an extreme attachment disorder. The mother's legitimate fear of DHS did not keep her from taking her child to the emergency room and Dr.'s offices numerous times in an attempt to get her child help. It wasn't until the last four months, when the Judge finally said enough, and placed Kelsey with her mother, that Kelsey's Pediatrician started to document a seizure disorder in Kelsey. Tragically too late, and the hysteria prevails.
